For rural development to be effective—and real—it must encompass all areas, from business revitalization to generational renewal, integrating all the elements that comprise it: access to land, youth, employment, depopulation, social participation, entrepreneurship, economic diversification, resource utilization, etc.

To improve all of these, the CAP Network organizes training workshops and entrepreneurship courses, promotes networking and experience sharing, and disseminates good practices and calls for grants. It also supports local and regional initiatives, with special attention to a key pillar of rural development policies: the LEADER approach and the work carried out in each region by the various Local Action Groups (LAGs).

LEADER Approach

LEADER is a local development methodology that has been working for over 20 years to improve local territorial planning. Local Action Groups play a key role in the development and implementation of Participatory Local Development Strategies approved by the competent authorities. For the 2023-2027 period, LEADER is part of the cooperation intervention, based on Article 77 of the CAP Strategic Plan (PEPAC).
