The Ministry of Agriculture, Fisheries and Food supports entrepreneurship in agri-food companies through a specific financing line managed by ENISA.

  • ENISA is the national innovation company that provides financial support to innovative projects of small and medium-sized enterprises.
  • "AgroInnpulso" is the €33 million financing line aimed at technology-based entrepreneurship for companies in the agri-food and rural sectors.
  • The funds for "AgroInnpulso" come from the Ministry of Agriculture, Fisheries and Food and from the Recovery, Transformation and Resilience Plan.

ENISA is a public company, dependent on the Ministry of Industry, Trade, and Tourism , dedicated to financing innovative business projects for Spanish SMEs through participatory loans . The main advantage of this type of loan compared to traditional banking is that it requires no personal guarantees or endorsements, but rather an excellent viability plan.

To this end, ENISA uses 5 lines of financing:

  1. “Young Entrepreneurs” Line (provided by the Ministry of Industry, Commerce and Tourism)
  2. “Entrepreneurs” Line (provided by the Ministry of Industry, Commerce and Tourism)
  3. “Growth” Line (provided by the Ministry of Industry, Commerce and Tourism)
  4. “AgroInnpulso” line (provided by the Ministry of Agriculture, Fisheries and Food )
  5. “Digital Entrepreneurs” Line (provided by the Ministry of Economic Affairs and Digital Transformation )

ENISA not only finances, but also connects companies with an ecosystem of entrepreneurs. The participatory lending model means that ENISA, as the lender or financier, receives, in addition to interest, a remuneration based on the profits obtained by the borrower or the beneficiary.

“AgroInnpulso” line

Its objective is to support technology-based business projects that stimulate and drive the digital transformation of small and medium-sized enterprises in the agri-food sector and rural areas , with a particular focus on projects capable of generating quality employment for young people and women , and that generate new products, processes, or services.

This line of funding is aimed at promoting both the creation of new businesses and the development of agri-food SMEs throughout their entire value chain, as well as their consolidation or internationalization, through the financing of business projects that develop innovative and/or technology-based activities.

In the words of Isabel Bombal, Director General of Rural Development, Innovation and Agri-Food Training, AgroInnpulso is a permanently open window, with magnificent conditions for any entrepreneur in the agri-food sector and with advice and support in addition to financing, which strengthens the agri-food business network and secures population and talent in rural areas."

In 2021, AgroInnpulso received 31 approved loan applications for a total of €5.3 million, provided by the , following the signing of an agreement with Enisa in July 2021.

“Digital Entrepreneurs” Line

The objective of this funding line is to support and promote female digital entrepreneurship projects and reduce the existing gender gap in this field. The goal is to ensure that one or more women hold a significant leadership position within the company: as shareholders, on the board of directors, or as part of the management team.

And the data reflects that the participation of women in technology-based emerging companies is still low, and according to the latest available data, only 15.6% of Spanish startups were founded by women.

This line had 46 applications approved in 2021 for an amount of 8.6 million euros provided by the Ministry of Economic Affairs and Digital Transformation .

Both lines of funding referred to – “AgroInnpulso” and “Digital Entrepreneurs” – draw on funds from the Recovery, Transformation and Resilience Plan , although the Ministry of Agriculture, Fisheries and Food has also added three million euros of its own funds to Agroinnpulso.
