Combating rural depopulation – Analysis of the development potential of rural areas
ESPON is a European program that supports development policies and the construction of a European scientific community in the field of territorial development and cohesion. It is funded by the European Regional Development Fund (ERDF) and contributions from various countries, including Spain. Currently, one of the program's outreach activities aims to generate a meeting to encourage debate on rural depopulation, a phenomenon affecting many regions in Spain.
The Ministry of Agriculture, Fisheries, Food, and the Environment is the unit responsible for representing Spain in the Program, and the University of Alcalá, through IELAT, acts as the National Contact Point. Therefore, the National Rural Network invites you to attend the event organized by the ESPON Program, to be held in May in Soria, according to the information below:
Combating Depopulation in Rural Areas – Identifying Potential Developments in Rural Regions
Date: May 22-23, 2018
Day 22 (16:00-19:30) and Day 23 (10:00-13:00)

ESPON's transnational dissemination workshop analyzes the issue of rural depopulation. By 2050, the population of rural regions is projected to decrease by 7.9 million. This phenomenon will affect several countries in the Nordic and Central and Eastern Europe, as well as Spain and Portugal. Furthermore, a significant number of stakeholders from Southern Europe have highlighted rural-urban linkages and depopulation as one of the main policy challenges in their territories, and have expressed the need to find "smart and innovative approaches to respond to the development challenges of rural areas."
The objective of this workshop will be to gain a better understanding of these challenges of rural depopulation and develop recommendations for decision-makers. After describing the Spanish context, other national contexts will be discussed, and three ESPON studies will be presented:
- Shrinking rural areas in Europe https://www.espon.eu/rural-shrinking
- ACTAREA (Thinking and Planning in Territorial Cooperation Areas) https://www.espon.eu/actarea
- PROFECY (Inner peripheries: national territories facing challenges in accessing basic services of general interest) https://www.espon.eu/inner-peripheries (led by the University of Valencia).
On the 23rd, the workshop will focus on solutions and examples of best practices from Spain and other regions, and discuss recommendations for future policies.
The workshop may be of interest to active stakeholders and decision-makers in the rural sector.
The workshop is free and includes Spanish-English interpretation.
